This OSHPD project required rigorous quality control measures focused on indoor air quality to protect the HVAC system during construction and prevent contamination of absorptive materials. The team implemented an IAQ Management Plan that met or exceeded SMACNA guidelines, protected stored and installed materials from moisture damage, utilized MERV 8 filtration during construction, replaced filters with MERV 13 prior to occupancy, documented IAQ protections, and performed flush-out and testing procedures. These measures ensured compliance during both construction and pre-occupancy phases.

To address scheduling challenges caused by design changes and OSHPD review timelines, the team isolated the building hydronic system and performed testing and balancing to obtain temporary occupancy approvals. Due to stringent OSHPD structural and OPA requirements, temporary roof supports were installed to allow ductwork and piping systems to proceed and provide cooling and heating to meet project deadlines. Additional value engineering efforts included redesigning outside and return air systems, collaborating with the Mechanical Engineer of Record to select supplemental exhaust fans, and conducting further testing and balancing to achieve required air changes for OSHPD approval.

The project faced extreme desert heat, with summer temperatures exceeding 115 degrees and reaching 100 degrees by 10 AM, requiring overtime, long hours, and shift adjustments to maintain schedule. Structural attachment revisions and lengthy OSHPD review periods necessitated temporary supports, bypass loops, and operational systems to maintain testing, balance, and certification requirements. During hydronic pressure testing, fluctuating temperatures caused significant PSI variations, so the team recorded time-stamped pressure and temperature data and calculated offsets to demonstrate system integrity and confirm there were no leaks to the OSHPD inspector.
